How do I specify no upper limit on the max rate?

Simply use the ‘*’ (asterisk) in the ‘Max’ field and the plugin will interpret that as infinite.

2 days ago I upgraded from the free version of this plugin (which worked well) to access more complex shipping rules and settings. What was not disclosed in any of the documentation was that the installation of the Pro (which replaced the Free) would strip out all of my shipping rules that had been built. I had sales go through that had ZERO shipping charged as a result and had to quickly deactivate SKUs in Woo to rebuild the shipping rates. Still working on this 2 days on due to a range of factors outside of the Dev's control (our part of Australia was hit with severe fires and storms which knocked out power and internet for 48+ hours - timing, huh?).Also, there are disconnects between the documentation on jem-products.com/knowledgebase/ (the official site as linked to in the welcome emails) and woo.com/document/flat-rate-shipping/ (the site linked to inside the plugin). This is pretty poor form imo.I reached out to JEM and expressed my disappointment and all I got was emails requesting Admin access to the site so they could take a look. Last time I did this for a plugin Dev my site was mysteriously compromised and went down a few weeks later. Not taking that path again. Be very careful with the migration from the free version of this plugin at this stage.

Pity this plugin doesn't live up to it's claims. Installed on staging website, the plugin allows only two different rates and always applies the higher rate. Which tells me the conditions aren't being parsed. Don't waste your time with this one.
